Review `parca-k8s-operator` for listing

The Parca K8s Operator deploys and operates the Parca server. Parca is a continuous profiling platform, used to generate, store and visualize profiling data from distributed applications.

The server component, in particular, is responsible for gathering the telemetry, storing it and serving a UI for visualizing the profiles.

@michalhucko can you please help with this review? You can go through and tick off the items on the checklist and post the result in this thread. This prior listing request could serve as an example of how to go about it. Please ping me or anyone from Charm-Tech for any questions.

Note that the parca-scrape-target and parca-agent (subordinate) charms are also being reviewed at the moment, but I think the reviews can all be done independently (maybe the latter would be useful for demo’ing/trying out this one alongside a machine charm you know well?).

The Kubeflow team is a little under the water right now because of the Charmed Kubeflow Release 1.10, coming up at the end of this month. So I’m afraid they will have little time to do a proper review for the next few weeks. I would expect the team to have more time and go back to this say in April. If you’d like to move this quicker, I can also provide some other charmers to review this, by picking from other teams I lead (Spark or Kafka) and that are under less pressure right now.

I imagine @ppasotti is keen on getting this through quickly. If you could suggest someone, that would be great, or I can re-run the random picker script until I get someone in a different team.

@ppasotti this is still waiting, right (I assume so based on the lack of comments here and not finding it in the store). If so, sorry about that - we should have followed up. We plan to revamp the listing procedure in 25.10 to avoid situations like this.

If I have someone pick this up next week is that ok? I can get someone to do it this week if necessary, but it’d be great if it could be post-sprint.
