Vault charm ownership transfer

Hi team,

Could you please transfer the ownership of the vault charm to the vault-charmers team so both canonical-tls and openstack-charmers can maintain the charm? The TLS team would be maintaining vault 1.15 track onward.

@james-page, @ajkavanagh Could one of you please confirm this?
