Transfer ownership of `kafka-connect-k8s` charm

Hi,

Could you please transfer the ownership of the kafka-connect-k8s charm to the Data Platform team. This charm will be part of the Charmed Kafka solution which is owned by my team in Data Platform.

Could you please also create a TGR for track of the kind major/risk? The track we will need to create first is probably going to be the 3/* one, so a \d+ would probably be all right for now.

We don’t plan to support major.minor tracks yet. If that would ever be the case I’ll reach out again to change the regex into \d+\.\d+
