Transfer ownership and TGR request for `azure_auth_integrator` charm

Hi,

Could you please transfer the ownership for the azure_auth_integrator charm to Data Platform please?

The charm is currently owned by @mvlassis , so I’ll kindly ask him to confirm he is fine with this request.

Could you please also create a TGR for track of the kind major/risk ? The track we will need to create first is probably going to be the 1/* one, so a \d+ would probably be all right for now.
