Transfer ownership and Guardrail request for openstack-port-cni-k8s charm

Hi,

Please could you change the following charm’s ownership to the group openstack-charmers

Also can you create guardrail with pattern ^\\d{4}\\.[12]$ (versioning is yyyy.1 or yyyy.2 )

Hi Hemanth,

Ownership by LP groups is being deprecated, so we would encourage using package collaborators and/or creating a store account linked to your team. You should be able to manage package collaborators yourself.
