Transfer ownership and Guardrail request for manila-data charm

Hi,

Please could you change the manila-data charm’s ownership to the group openstack-charmers ?

Also can you create guardrail with pattern ^\\d{4}\\.[12]$ (versioning is yyyy.1 or yyyy.2 )
