Transfer ownership and Guardrail request for keystone-saml-k8s charm

Hi,

Please could you change the keystone-saml-k8s charm’s ownership to the group openstack-charmers ?

Also can you create guardrail with pattern ^\\d{4}\\.[12]$ (versioning is yyyy.1 or yyyy.2 )

I have created the guardrail and transferred the ownership to openstack-charmers. Let me know if everything looks good.
