Transfer ownership and Guardrail request for Ironic charms

Hi,

Please could you change the following charm’s ownership to the group openstack-charmers

• ironic-k8s
• nova-ironic-k8s
• ironic-conductor-k8s

Also can you create guardrail with pattern ^\\d{4}\\.[12]$ (versioning is yyyy.1 or yyyy.2 )
