Transfer ownership and Guardrail request for cinder-huawei charm

Hi,

Please could you change the cinder-huwaei charm’s ownership to the group openstack-charmers ?

Also can you create guardrail \d{4}+\.\d (versioning is yyyy.1 or yyyy.2 )
