Transfer ownership and Guardrail request for cinder-dell-emc-powerstore charm

Hi,

Please could you change the cinder-dell-emc-powerstore charm’s ownership to the group openstack-charmers ?

Also can you create guardrail with pattern ^\\d{4}\\.[12]$ (versioning is yyyy.1 or yyyy.2 )
