Request: `ps7` track and guardrail for `climdb-api`

Please enable a track guardrail allowing ps7 for climdb-api, and create the track if possible.

We need separate ps7/edge and ps7/stable channels for CPC’s PS7 GitOps deployment as part of PS5 exit. The revised charm uses Juju secrets and a direct PostgreSQL relation. Existing releases must remain unchanged.

Please leave the default track and existing channel assignments unchanged.

@mstepan Hi! Will all tracks strictly follow ps{number} format moving forward (including multi-digit numbers like ps10)? If so, I can set up the guardrail using the pattern ^ps\d+$ once acked. Thanks!
