Request: Change ownership for aodh-k8s and ceilometer-k8s

Hi,

Please could you change the aodh-k8s and ceilometer-k8s charm’s ownership to the group openstack-charmers ?

Also can you create guardrail \d+\.\d (versioning is yyyy.1 or yyyy.2 ) for both of them:
