Please transfer ownership of the github-runner charm

I believe Canonical IS DevOps in Launchpad has already be added as a collaborator on the github-runner charm. Could we also transfer ownership to Andrew Liaw in Launchpad for that charm?

This will remove Canonical Kubernetes in Launchpad as collaborators (or if it doesn’t, please do that too :slight_smile: ) - we’ve confirmed with that team that they’re okay with this change.
