In this pulse, we improved Chrony by adding observability. We also improved documentation by adding tutorials and deep dives. Gateway API charm now has ingress integration. See below for more details about it.

- finalize the metrics exporter for chrony and adding observability to the chrony charm
Documentation 
- PaaS App Charmer flask framework doc set: Tutorial updated and published; how-to guide is in a finished state and is next to be published; need to resolve final comments for reference and explanation docs
- IS charm deep dives: Indico and Discourse are done; httprequest-lego-provider in progress
