Create track for Spark bundle charms

Hi

A couple of our charms are still using latest as a track. However since we are going to deploy them in production, we would like to promote them to a stable risk. Since we don’t want to use latest/stable, we need to create the following tracks for the following charms:

  • spark-integration-hub-k8s => track 3/
  • azure-storage-integrator => track 1/

These names have been validated with Product and Engineering, to make sure they are sound from a technology perspective.
