Create track for `github-runner` charm

Hi,

For the github-runner charm, we would like to have a new track named lxd. The reason is that we want to remove the current way VMs machines are created in the latest track with lxd, and instead maintain that functionality in the lxd track.

Hi @emmabrostrom,

After talking to the team, we have decided that a better name would be local-lxd, as the lxd implementation uses lxd locally.

Could we rename the track from lxd to local-lxd?

Hi there,

On your end, you are able to close the lxd track. I can add a new track local-lxd as well. (I cannot rename it in-place however).

Let me know if you’d like me to proceed with creating this new local-lxd track.
