Create new track "2.8" for "haproxy" charm

Hello, as part of the rewriting of the haproxy charm, we would like to create a new track that will host the new version of the haproxy charm while still maintaining the legacy charm available on the latest track. We would like to, therefore, request the creation of a new 2.8 track as the new charm provides haproxy v2.8.
