Create a `1.17` track for the Vault charms

Hello,

Can you please create a 1.17 track for the following charms:

I tried to create the track via the Charmhub using our guardrail and it wouldn’t work. The button would stay in “Pending” forever.

I’ve created the tracks for you. Regarding the “Pending” issue, this seems like a Web and Design issue to me, so I’m looping in @Lukewh.
