Create 3.4 and 3.5 tracks for kyuubi-k8s

Hi,

I would like to get the “3.4/” and “3.5/” track created for Kyuubi K8s charm.

If possible, I’d also like to get the \d+.\d+ guardrail created, such that we can then handle ourselves next track creations.
