I have listed the charm cinder-dell-powerflex.
However charms exhibit an interesting behavior where the refresh happens after a default track is updated and after a release is made to that default track.
Your charm need to have a default track. Charms will not show up unless they are defaulted to a channel that has a stable release.
Your two options would be to change the default track (which I can do) and release on that stable channel.
Option two would be to release a revision to latest/stable.
