Close channels for mysql-router dpe/* *ONLY* specific base

Hi,

I think a similar approach to this previous request might work. So something like:

  1. Upload a new charm revision with only the supported bases
  2. charmcraft close the relevant dpe channel(s)
  3. charmcraft release the new revision (and any relevant charm resources) to the previously closed dpe channel(s)
